Free and low-cost public testing
The Wisconsin Department of Health Services (DHS) says many public clinics around the state can examine you for STDs and treat you, and that clinics in Wisconsin offer many free or low-cost options to get tested and treated. It asks you to call a clinic before going. DHS lists public STD clinics by county and HIV counseling, testing and referral sites by region, including the Milwaukee Health Department's Keenan Health Center, Sixteenth Street Community Health Centers, Diverse & Resilient and Vivent Health in Milwaukee. Anyone who tests positive for a reportable STD can get Partner Services at no cost, DHS says.

Testing for minors
Wisconsin law (Wis. Stat. §252.11) lets a physician examine, diagnose and treat a minor for a sexually transmitted disease without the consent of the minor's parents or guardian, and says the physician isn't liable just because that consent is missing. The law defines sexually transmitted disease as syphilis, gonorrhea, chlamydia and other diseases the state health department adds by rule. For an HIV test, §252.15 says that if the person is 14 or older, only the minor or a legal representative, such as a court-appointed guardian, can agree to or decline the test. In Wisconsin law, a minor is generally a person under 18 (§990.01).

Expedited partner therapy
CDC lists expedited partner therapy as permissible in Wisconsin since April 1, 2022, under Wis. Stat. §448.035. A physician or certified advanced practice nurse prescriber who diagnoses you with chlamydia, gonorrhea or trichomoniasis can provide treatment for your sexual partners without examining them, and under §450.11(1g)(b) a pharmacist can fill that prescription. CDC notes that the prescription must include the partner's name and address, if known.
Medicaid at Planned Parenthood
Wisconsin is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood of Wisconsin says it accepts BadgerCare Plus and all BadgerCare HMOs and PPOs, Medicaid, including Wisconsin Well Woman Medicaid, and Family Planning Only Services (FPOS), and that as a Medicaid-certified provider it can see any member regardless of their assigned managed care plan. It says FPOS covers STD tests and treatment for Wisconsin residents with limited income who are U.S. citizens, is also available to people under 18, and that its staff can help you enroll.

Free option: public clinics
Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.
What to expect
- Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
- A clinician can examine you, swab sores and often treat you in the same visit.
- Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
- Hours can be limited, and you may wait for an appointment or a walk-in slot.
- Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Where can I get a free STD test in Milwaukee?
The Milwaukee Health Department says its Keenan Sexual Health Clinic, 3200 N. 36th Street, provides STI and HIV services at no cost to anyone 12 or older. Sixteenth Street's Community Prevention Center, 1243 S. 16th St., offers free testing for HIV, chlamydia, gonorrhea, hepatitis C and syphilis to anyone 14 or older, with walk-ins welcome. Vivent Health on North 6th Street says its HIV testing is free and confidential. Brady East STD Clinic (BESTD) on East Brady Street says all its services are free; it offers full STD testing to men and transgender or gender nonconforming people, and HIV testing to women. Diverse & Resilient on North Holton Street offers free rapid HIV and syphilis testing by appointment. The Cudahy Health Department's 3rd Coast Clinic, south of the city, and Progressive Community Health Centers charge on a sliding scale.
Do I need an appointment at the Keenan Sexual Health Clinic?
It depends on the day. The health department's clinic schedule lists walk-in hours on Monday, 8:30 a.m. to noon, and Tuesday, noon to 3:15 p.m., and appointments on Wednesday and Friday, 8:30 a.m. to 1 p.m.; call (414) 286-3631 to book. The clinic is closed on Thursday and on weekends. The Keenan clinic's own page says services are walk-in only and appointments aren't accepted, so call before you go. Because the clinic is running limited hours, staff may refer some people to partners with same-day STI testing, such as Progressive Community Health Centers and Planned Parenthood of Wisconsin. To walk in elsewhere, Sixteenth Street's Community Prevention Center welcomes walk-ins five days a week, and Planned Parenthood's Mitchell Street, Wisconsin Avenue and Northwest health centers fit in walk-ins when they have room.
Can teens get tested without a parent in Milwaukee?
Yes. Wisconsin law (Wis. Stat. §252.11) lets a physician examine, diagnose and treat a minor for a sexually transmitted disease without the consent of the minor's parents or guardian. For an HIV test, §252.15 says that if the person is 14 or older, only the minor or a legal representative, such as a court-appointed guardian, can agree to or decline the test. The Milwaukee Health Department's Keenan Sexual Health Clinic sees anyone 12 or older, and Sixteenth Street's free testing is for people 14 and older. Planned Parenthood of Wisconsin says Family Planning Only Services, which covers STD tests and treatment, is also available to people under 18. MinuteClinic only books patients 18 and older.
Can I use BadgerCare or Medicaid for STD testing in Milwaukee?
Yes, at many sites. Planned Parenthood of Wisconsin says it accepts BadgerCare Plus and all BadgerCare HMOs and PPOs, Medicaid, including Wisconsin Well Woman Medicaid, and Family Planning Only Services (FPOS), a Wisconsin program that covers STD tests and treatment for people with limited income; its staff can help you enroll in FPOS. Its Milwaukee health centers accept only Wisconsin Medicaid, not other states'. Sixteenth Street accepts BadgerCare Plus and Medicare, and Vivent Health accepts Medicare and Medicaid. At the Keenan Sexual Health Clinic, services are at no cost to you, though the clinic may ask your insurance to pay and says it protects your confidentiality when it does.
Can I order an STD test online in Milwaukee?
Yes. The price table on this page shows the providers that sell in Wisconsin, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
