Wisconsin rules and programs

Checked Nov 2, 2026

  • Free and low-cost public testing

The Wisconsin Department of Health Services (DHS) says many public clinics around the state can examine you for STDs and treat you, and that clinics in Wisconsin offer many free or low-cost options to get tested and treated. It asks you to call a clinic before going. DHS lists public STD clinics by county and HIV counseling, testing and referral sites by region, including the Milwaukee Health Department's Keenan Health Center, Sixteenth Street Community Health Centers, Diverse & Resilient and Vivent Health in Milwaukee. Anyone who tests positive for a reportable STD can get Partner Services at no cost, DHS says.

  • Testing for minors

Wisconsin law (Wis. Stat. §252.11) lets a physician examine, diagnose and treat a minor for a sexually transmitted disease without the consent of the minor's parents or guardian, and says the physician isn't liable just because that consent is missing. The law defines sexually transmitted disease as syphilis, gonorrhea, chlamydia and other diseases the state health department adds by rule. For an HIV test, §252.15 says that if the person is 14 or older, only the minor or a legal representative, such as a court-appointed guardian, can agree to or decline the test. In Wisconsin law, a minor is generally a person under 18 (§990.01).

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Wisconsin since April 1, 2022, under Wis. Stat. §448.035. A physician or certified advanced practice nurse prescriber who diagnoses you with chlamydia, gonorrhea or trichomoniasis can provide treatment for your sexual partners without examining them, and under §450.11(1g)(b) a pharmacist can fill that prescription. CDC notes that the prescription must include the partner's name and address, if known.

  • Medicaid at Planned Parenthood

Wisconsin is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood of Wisconsin says it accepts BadgerCare Plus and all BadgerCare HMOs and PPOs, Medicaid, including Wisconsin Well Woman Medicaid, and Family Planning Only Services (FPOS), and that as a Medicaid-certified provider it can see any member regardless of their assigned managed care plan. It says FPOS covers STD tests and treatment for Wisconsin residents with limited income who are U.S. citizens, is also available to people under 18, and that its staff can help you enroll.
