North Carolina rules and programs

Checked Nov 1, 2026

  • Free public STI testing

The North Carolina Department of Health and Human Services (NCDHHS) says free and confidential testing, treatment and prevention services for sexually transmitted infections are offered through local health departments and partner programs statewide. It says you can get tested and treated at your local health department or at many community clinics across the state.

Sources: North Carolina Department of Health and Human Services, Division of Public Health (opens in a new tab)

  • Testing for people under 18

North Carolina law (N.C. Gen. Stat. §90-21.5) lets any minor (in North Carolina, a person under 18) consent on their own to a licensed physician's services for the prevention, diagnosis and treatment of venereal disease, the law's term for sexually transmitted diseases, and other reportable diseases. Under §90-21.4, the physician may not tell a parent or guardian about that care without the minor's permission, unless the physician believes it is essential to the minor's life or health. If a parent or guardian contacts the physician about the care, the physician may give information.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in North Carolina since November 1, 2009. CDC bases this on the North Carolina Medical Board's position that prescribing for someone the clinician hasn't examined may be suitable when that person is the partner of a patient being treated for gonorrhea or chlamydia, and on state rules that adopt CDC's treatment guidelines. CDC also cites a Board of Pharmacy rule that a pharmacist may not fill a prescription written without a prior prescriber-patient relationship or a physical exam.

  • Medicaid at Planned Parenthood

North Carolina is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood South Atlantic, which runs the Charlotte health center, lists Medicaid among the insurance plans it accepts and notes that this applies only in North Carolina, Virginia and West Virginia.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Charlotte

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Charlotte?

Mecklenburg County Public Health says all its STI services are free and confidential, including testing for chlamydia, gonorrhea, syphilis, HIV, genital herpes, HPV and trichomoniasis, and treatment. Its clinics are the Northwest Public Health Department on Beatties Ford Road and the Southeast Public Health Department on Billingsley Road, and it also lists the service at the Ella B. Scarborough Community Resource Center. RAIN offers free HIV and STI testing, walk-in or by appointment, at its Uptown office and at The Drop on Monroe Road. Carolinas CARE Partnership says its HIV testing is free, with results in under 20 minutes, and it also tests for hepatitis C and syphilis. C.W. Williams Community Health Center and Charlotte Community Health Clinic offer sliding scale fees.

Do I need an appointment at Mecklenburg County Public Health's STD clinics?

No, but the county prefers one. Its Northwest and Southeast Public Health Departments say walk-ins are welcome and appointments are preferred; call 704-336-6500 to book. Both are open Monday, Tuesday, Thursday and Friday, 8 a.m. to 5 p.m., and Wednesday, 10 a.m. to 7 p.m. Results are ready five business days after your test, and you can walk into a county clinic to get them without an appointment; printed results require ID. RAIN also takes walk-ins, and Carolinas CARE Partnership takes walk-ins on Monday, Wednesday and Friday, 9 a.m. to 4 p.m.

Can teens get tested without a parent in Charlotte?

For STD care, yes. North Carolina law (N.C. Gen. Stat. §90-21.5) says any minor may give effective consent to a physician licensed in North Carolina for the prevention, diagnosis and treatment of venereal disease and other reportable diseases. Under §90-21.4, the physician may not tell a parent or guardian about that care without the minor's permission, unless the physician believes it is essential to the minor's life or health. MinuteClinic's STI testing is only for patients 18 and older.

Can I use Medicaid at Planned Parenthood in Charlotte?

Yes. Planned Parenthood's Charlotte Health Center on South Torrence Street lists Medicaid among the insurance it accepts, and Planned Parenthood South Atlantic says it takes Medicaid only in North Carolina, Virginia and West Virginia. To use insurance, call the center at least three business days before your visit so it can check your coverage. North Carolina is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. C.W. Williams Community Health Center and Charlotte Community Health Clinic also accept Medicaid, and the county's STI clinics are free.

Can I order an STD test online in Charlotte?

Yes. The price table on this page shows the providers that sell in North Carolina, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
