North Carolina rules and programs

Checked Nov 1, 2026

  • Free public STI testing

The North Carolina Department of Health and Human Services (NCDHHS) says free and confidential testing, treatment and prevention services for sexually transmitted infections are offered through local health departments and partner programs statewide. It says you can get tested and treated at your local health department or at many community clinics across the state.

  • Testing for people under 18

North Carolina law (N.C. Gen. Stat. §90-21.5) lets any minor (in North Carolina, a person under 18) consent on their own to a licensed physician's services for the prevention, diagnosis and treatment of venereal disease, the law's term for sexually transmitted diseases, and other reportable diseases. Under §90-21.4, the physician may not tell a parent or guardian about that care without the minor's permission, unless the physician believes it is essential to the minor's life or health. If a parent or guardian contacts the physician about the care, the physician may give information.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in North Carolina since November 1, 2009. CDC bases this on the North Carolina Medical Board's position that prescribing for someone the clinician hasn't examined may be suitable when that person is the partner of a patient being treated for gonorrhea or chlamydia, and on state rules that adopt CDC's treatment guidelines. CDC also cites a Board of Pharmacy rule that a pharmacist may not fill a prescription written without a prior prescriber-patient relationship or a physical exam.

  • Medicaid at Planned Parenthood

North Carolina is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood South Atlantic, which runs the Charlotte health center, lists Medicaid among the insurance plans it accepts and notes that this applies only in North Carolina, Virginia and West Virginia.
