New York rules and programs

Checked Nov 1, 2026

  • Low-cost public testing

The New York State Department of Health says sexual health clinics in New York City and STI clinics upstate offer STI and HIV services at low or no cost. Anyone 12 or older can walk in, regardless of immigration status, and no parental consent is needed. The state's AIDS Institute keeps a directory of sexual health providers.

Sources: New York State Department of Health (opens in a new tab), New York State Department of Health AIDS Institute (opens in a new tab)

  • Testing for people under 21

New York Public Health Law §2305 lets a physician diagnose and treat a person under 21 for a sexually transmitted infection, or after an exposure to one, without a parent's consent or knowledge.

Sources: New York State Senate (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in New York since January 1, 2020. Under Public Health Law §2312, a clinician who diagnoses chlamydia, or another STI for which CDC recommends EPT, can give you antibiotics for your partners without examining them.

Sources: CDC (opens in a new tab), CDC (opens in a new tab)

  • Medicaid at Planned Parenthood

New York is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. KFF names New York among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in New York City

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in NYC?

At the NYC Health Department's Sexual Health Clinics. They provide STI and HIV services at low or no cost. People under 19 aren't asked for insurance or payment. Adults are asked for insurance or a sliding-scale fee based on family size and income, and the Health Department says you can still be seen if you can't pay. Planned Parenthood of Greater New York, Callen-Lorde and Ryan Health also say they serve people regardless of ability to pay.

Do I need an appointment at an NYC sexual health clinic?

Not for testing. The Health Department says testing-only services are walk-in only, and clinics may close early once they reach capacity. The Express clinics in Chelsea and Fort Greene test people without symptoms without a full exam, with rapid HIV results in minutes and rapid chlamydia and gonorrhea results from their Quickie Labs.

Can teens get tested without a parent in New York City?

Yes. The city's clinics see anyone 12 or older without parental consent. New York Public Health Law §2305 also lets a physician diagnose and treat a person under 21 for an STI without a parent's consent or knowledge.

Is testing at a city clinic confidential?

Yes. The Health Department calls its clinic services confidential and says it doesn't send bills, statements or receipts. Positive results for reportable infections such as chlamydia, gonorrhea, syphilis and HIV are reported to the health department, as they are everywhere in the US.

How long do results take at NYC clinics?

The Health Department says results may take seven to ten days. At the Express clinics, rapid HIV results take minutes and syphilis results about 10 days. If you order a lab test online instead, the price table on this page shows each provider's stated results time.
