New York rules and programs

Checked Nov 1, 2026

  • Low-cost public testing

The New York State Department of Health says sexual health clinics in New York City and STI clinics upstate offer STI and HIV services at low or no cost. Anyone 12 or older can walk in, regardless of immigration status, and no parental consent is needed. The state's AIDS Institute keeps a directory of sexual health providers.

  • Testing for people under 21

New York Public Health Law §2305 lets a physician diagnose and treat a person under 21 for a sexually transmitted infection, or after an exposure to one, without a parent's consent or knowledge.

Sources: New York State Senate (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in New York since January 1, 2020. Under Public Health Law §2312, a clinician who diagnoses chlamydia, or another STI for which CDC recommends EPT, can give you antibiotics for your partners without examining them.

  • Medicaid at Planned Parenthood

New York is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. KFF names New York among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center.
