Michigan rules and programs

Checked Nov 2, 2026

  • Free and low-cost public HIV testing

The Michigan Department of Health and Human Services (MDHHS) says many resources across Michigan offer free or reduced-cost HIV testing and treatment, and that a free sexual health testing program, TakeMeHome, offers in-home HIV self-tests to eligible residents in certain ZIP codes. Its HIV and STI services page links to a directory of local health departments that offer STI clinical services. The Michigan HIV/STI Hotline answers questions about testing and care at 1-800-872-2437 or by online chat, Monday to Friday, 9 a.m. to 5 p.m.

  • Testing for people under 18

Michigan law (MCL 333.5127) says that when a minor (in Michigan, a person under 18) who is or says they are infected with a sexually transmitted infection or HIV consents to care from a hospital, clinic or physician, the consent is valid as if the minor were an adult, and no parent's, guardian's or spouse's consent is needed. The law sets no minimum age. For medical reasons, the treating physician, or another health professional on the physician's advice, may tell a parent, guardian or spouse about the treatment given or needed, with or without the minor's agreement. Parents and guardians are not financially responsible for this care.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Michigan since January 14, 2015, under Michigan Compiled Laws §333.5110. A health professional may give expedited partner therapy when the patient has a laboratory-confirmed or suspected diagnosis of a sexually transmitted infection, says they had sex with the partner in the 60 days before the diagnosis, and says the partner is unable or unlikely to seek care in a timely way. Under §333.17745 and §333.17757, the drug label and the pharmacy receipt don't need the name of the person the drug is for when it is given as expedited partner therapy.

  • Medicaid at Planned Parenthood

Michigan is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF doesn't name it among the states that used state-only funds to keep Planned Parenthood in Medicaid during the federal ban. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood of Michigan's health center pages say it resumed accepting Medicaid on August 3, 2026, but its FAQ page still says a federal law blocks patients from using Medicaid at Planned Parenthood; it asks you to call 800-230-7526 with coverage questions.
