Michigan rules and programs

Checked Nov 2, 2026

  • Free and low-cost public HIV testing

The Michigan Department of Health and Human Services (MDHHS) says many resources across Michigan offer free or reduced-cost HIV testing and treatment, and that a free sexual health testing program, TakeMeHome, offers in-home HIV self-tests to eligible residents in certain ZIP codes. Its HIV and STI services page links to a directory of local health departments that offer STI clinical services. The Michigan HIV/STI Hotline answers questions about testing and care at 1-800-872-2437 or by online chat, Monday to Friday, 9 a.m. to 5 p.m.

  • Testing for people under 18

Michigan law (MCL 333.5127) says that when a minor (in Michigan, a person under 18) who is or says they are infected with a sexually transmitted infection or HIV consents to care from a hospital, clinic or physician, the consent is valid as if the minor were an adult, and no parent's, guardian's or spouse's consent is needed. The law sets no minimum age. For medical reasons, the treating physician, or another health professional on the physician's advice, may tell a parent, guardian or spouse about the treatment given or needed, with or without the minor's agreement. Parents and guardians are not financially responsible for this care.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Michigan since January 14, 2015, under Michigan Compiled Laws §333.5110. A health professional may give expedited partner therapy when the patient has a laboratory-confirmed or suspected diagnosis of a sexually transmitted infection, says they had sex with the partner in the 60 days before the diagnosis, and says the partner is unable or unlikely to seek care in a timely way. Under §333.17745 and §333.17757, the drug label and the pharmacy receipt don't need the name of the person the drug is for when it is given as expedited partner therapy.

  • Medicaid at Planned Parenthood

Michigan is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF doesn't name it among the states that used state-only funds to keep Planned Parenthood in Medicaid during the federal ban. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood of Michigan's health center pages say it resumed accepting Medicaid on August 3, 2026, but its FAQ page still says a federal law blocks patients from using Medicaid at Planned Parenthood; it asks you to call 800-230-7526 with coverage questions.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Detroit

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Detroit?

AHF says STD and HIV testing and STD treatment are free at the AHF Wellness Center - Woodward, 1 Woodward Avenue, whether you have insurance or not, and it takes walk-ins. The Detroit Health Department says its STD clinic at 100 Mack Avenue provides services regardless of ability to pay, and it mails free home HIV test kits to residents of Detroit, Highland Park and Hamtramck. CHAG (Community Health Awareness Group) on West Fort Street offers free, confidential rapid HIV testing, and Vivent Health in Highland Park says its HIV testing is free. Ruth Ellis Center says LGBTQ+ young people ages 13 to 30 pay no out-of-pocket costs at its Health & Wellness Centers. Corktown Health, CHASS Center, American Indian Health & Family Services and Planned Parenthood's Detroit and Ferndale health centers offer sliding fee scales.

Do I need an appointment at the Detroit Health Department's STD clinic?

Call first, because the Health Department's pages differ. Its STD clinic and reproductive health pages list the iDecide Detroit Health Clinic at 100 Mack Avenue, first floor, at 313-876-4319, and ask you to call for an appointment; same-day appointments are available. Its HIV/STI program page says walk-ins are welcome and gives 313-577-9100 for appointments at the Detroit STI/HIV clinic. The pages also list different weekday hours: 8 a.m. to 4:30 p.m., 10 a.m. to 4:30 p.m., and 8:30 a.m. to 4 p.m. for the main clinic. To walk in instead, the AHF Wellness Center - Woodward takes walk-ins Monday to Wednesday and Friday, 1:30 to 4:30 p.m., and Thursday, 1:30 to 5:30 p.m.

Can teens get tested without a parent in Detroit?

Yes. Michigan law (MCL 333.5127) says a minor who is or says they are infected with a sexually transmitted infection or HIV can consent on their own to care from a hospital, clinic or physician, and no parent's or guardian's consent is needed. For medical reasons, the treating physician may still tell a parent or guardian about the treatment, even if the minor objects, and parents aren't financially responsible for this care. The Detroit Health Department says its STI and HIV clinic serves people 13 and older, and its iDecide Detroit program for teens says all visits are free. Ruth Ellis Center's Health & Wellness Centers serve LGBTQ+ young people ages 13 to 30.

Can I use Medicaid at Planned Parenthood in Detroit?

Yes, according to the health center pages. Planned Parenthood's Detroit Health Center on Cass Avenue and its Ferndale Health Center list Medicaid among the insurance they accept and say Planned Parenthood of Michigan resumed accepting Medicaid on August 3, 2026, after the federal ban ended. Planned Parenthood of Michigan's FAQ page still says a federal law blocks patients from using Medicaid at Planned Parenthood, so call 800-230-7526 if you have questions about your coverage. Michigan is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Corktown Health, Vivent Health and the Detroit Health Department's clinic also accept Medicaid.

Can I order an STD test online in Detroit?

Yes. The price table on this page shows the providers that sell in Michigan, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
