Pennsylvania rules and programs

Checked Nov 1, 2026

  • Public STD and HIV testing

The Pennsylvania Department of Health says residents can go to either a local county or municipal health department or one of its 59 State Health Centers. The State Health Centers offer confidential STD testing, counseling and treatment, and confidential HIV testing and counseling. Philadelphia's local health department is the Philadelphia Department of Public Health. The state's STI program also publishes a list of STI clinics by county.

  • Testing for minors

Pennsylvania law (35 P.S. §10103) lets a minor of any age consent on their own to medical and health services to find out whether they have, or to treat, a venereal disease, the law's term for a sexually transmitted disease, or another disease that must be reported under the state's Disease Prevention and Control Law. No one else's consent is needed.

Sources: Pennsylvania General Assembly (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Pennsylvania since February 1, 2023, under 35 P.S. §603. Following CDC's EPT guidance, a health care practitioner can prescribe or give you antibiotics for your partners to treat sexually transmitted infections, without examining them. Under §604, a pharmacist can fill a prescription marked expedited partner therapy or EPT without the partner's name on the label.

  • Medicaid at Planned Parenthood

Pennsylvania is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood Southeastern Pennsylvania, which runs the Philadelphia health centers, says it accepts most health insurance and Medicaid plans, and lists PA Medicaid among them.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Philadelphia

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Philadelphia?

The Health Department's STI clinic at Health Center 1, 1930 S. Broad St., tests for and treats STIs, including HIV, for free and with no appointment, for anyone over the age of 13. Its North Philadelphia and West Philadelphia resource hubs offer free HIV, syphilis, chlamydia and gonorrhea testing on set days. Prevention Point Philadelphia and Esperanza Health Center offer free HIV testing. Courage Medicine says its rapid HIV tests are free and its Southwest office can offer free rapid STI tests if you're uninsured or have high co-pays. The city's Philly, Keep On Loving site mails free HIV and chlamydia and gonorrhea home kits to Philadelphia residents; on November 1, 2026, its order page said the service was paused while it restocks.

Do I need an appointment at Health Center 1?

No. The Health Department's STI clinic at Health Center 1 is walk-in only and sees people first come, first served, so arrive as early as you can. It's open Monday and Wednesday, 7:45 a.m. to 7 p.m., and Tuesday, Thursday and Friday, 7:45 a.m. to 4 p.m.; on the first Wednesday of the month it opens at 1 p.m. It may close early on very busy days, so call (215) 685-6570 before you go. The city's satellite STI clinic at Health Center 5 is temporarily unavailable.

Can teens get tested without a parent in Philadelphia?

Yes. Pennsylvania law (35 P.S. §10103, section 3 of Act 10 of 1970) says any minor can consent to medical care to find out about or treat venereal disease (STDs) and other reportable diseases, and no one else's consent is needed. The Health Department's STI clinic at Health Center 1 sees anyone over the age of 13. Mazzoni Center's Youth Drop-in Clinic, for ages 14 to 24, says patients under 18 can get confidential sexual health care without parental permission, and Philadelphia FIGHT's Y-HEP health center sees young people 13 to 26.

Can I use Medicaid for STD testing in Philadelphia?

Yes, at many sites. Planned Parenthood Southeastern Pennsylvania accepts Medicaid plans including Access (PA Medicaid), Health Partners, Keystone First and United Healthcare Community Plan, and says discounts may be available if you don't have insurance. Mazzoni Center is in network with most Philadelphia-area Medicaid plans, Courage Medicine says it offers its full range of STI testing with Medicaid, and Esperanza Health Center accepts Medicaid. The city's eight health centers offer STI testing in family planning visits, accept Medicaid and, the city says, charge a small fee based on family size and income if you don't have insurance. The Health Department's STI clinic at Health Center 1 is free.

Can I order an STD test online in Philadelphia?

Yes. The price table on this page shows the providers that sell in Pennsylvania, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
