Oregon rules and programs

  • Free HIV and STI testing

The Oregon Health Authority (OHA) says people in Oregon can get tested at a clinic, order a free at-home test, or book a free HIV and syphilis test at a local lab through STDcheck.com. The free mail-order HIV and STI test kits are for people in Oregon who have barriers to getting tested. The free lab test is for anyone in Oregon 18 or older; other STI tests through STDcheck.com, such as chlamydia and gonorrhea, have a cost.

  • Testing for minors

Oregon law (ORS 109.640) lets a minor of any age consent on their own to reproductive health care information and services from a physician, physician associate, nurse practitioner, pharmacist or naturopathic physician. ORS 435.190 defines reproductive health care to include treatments for sexually transmitted infections, and the Oregon Health Authority says this covers STI testing and treatment, including HIV. Under ORS 109.650, a hospital or medical provider may tell a parent or guardian about the minor's diagnosis or treatment without the minor's consent.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Oregon since January 1, 2010. Oregon law (ORS 676.350) lets health professional licensing boards adopt rules that allow clinicians to prescribe or dispense antibiotics for the partners of patients with a sexually transmitted disease without examining the partners. Under ORS 689.505, the pharmacy label for an EPT prescription doesn't have to show the partner's name. CDC also cites a 2007 statement from Oregon's medical board that EPT is often the only reasonable way to treat the partners of patients with chlamydia or gonorrhea.

  • Medicaid at Planned Parenthood

Oregon is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF names Oregon among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026. Planned Parenthood Columbia Willamette, which runs the Portland health centers, says it accepts the Oregon Health Plan (OHP), Oregon's Medicaid program, and charges for its services on a sliding fee scale based on household income.
