Ohio rules and programs

  • Free public HIV testing

The Ohio Department of Health (ODH) says the testing sites it funds offer free and confidential HIV testing, with results within 20 minutes. It says other testing options in Ohio are free or covered by health insurance, and that you can find testing locations or request a free home test by mail through OHIV.org.

Sources: Ohio Department of Health (opens in a new tab), Ohio Department of Health (opens in a new tab)

  • Testing for people under 18

Ohio law (Ohio Rev. Code §3709.241) lets a minor (in Ohio, a person under 18) consent on their own to the diagnosis or treatment of any sexually transmitted infection by a licensed physician, certified nurse-midwife, clinical nurse specialist or certified nurse practitioner. A parent's or guardian's consent is not needed, and parents or guardians aren't liable for paying for care they didn't consent to.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Ohio since March 23, 2016, under Ohio Revised Code §4731.93 (physicians), §4723.4810 (nurses) and §4730.432 (physician assistants). A clinician who diagnoses you with chlamydia, gonorrhea or trichomoniasis can prescribe or give you treatment for your sexual partners without examining them, when other conditions are met. Under §4729.282, the label doesn't need the partner's name if the prescription is marked expedited partner therapy or EPT.

  • Medicaid at Planned Parenthood

Ohio is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood of Greater Ohio, which runs the Columbus and Cleveland health centers, says it now accepts Medicaid, but that as of July 5, 2026, it can't accept Humana Healthy Horizons in Ohio.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Heart of Ohio Family Health, PrimaryOne Health and Lower Lights Health are community health centers with sliding fee scales. Columbus Public Health also points to free at-home HIV tests from OHIV.org.
