New Mexico rules and programs

Checked Nov 1, 2026

  • Free public STD testing

The New Mexico Department of Health says its public health offices offer free exams and treatment for STDs, counseling and treatment for partners of people with STDs, and free HIV testing. It says minors don't need a parent's consent to receive services in its clinics, and that all clinic services are confidential. Its HIV/STD/Hepatitis Resource Guide lists other testing programs around the state.

Sources: New Mexico Department of Health (opens in a new tab), New Mexico Department of Health (opens in a new tab)

  • Testing at any age

New Mexico law (NMSA 1978 §24-1-9, as amended in 2023) says any person, regardless of age, can consent to an examination, preventive care and treatment by a licensed health care provider for any sexually transmitted infection. A parent's consent is not needed.

Sources: New Mexico Legislature (opens in a new tab), New Mexico Department of Health (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in New Mexico since January 10, 2007. CDC bases this on a rule for physicians (N.M. Code R. §16.10.8.8(L)) that allows treating the partners of patients with STDs without an established physician-patient relationship, when the treatment follows the Department of Health's EPT guidelines. The Department of Health says health professionals can offer EPT to the partners of patients with certain STDs.

  • Medicaid at Planned Parenthood

New Mexico is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF names New Mexico among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026. Planned Parenthood of the Rocky Mountains, which runs the Albuquerque health centers, lists New Mexico Medicaid and all Turquoise Care plans among the insurance it accepts in New Mexico.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.
