Nebraska rules and programs

Checked Nov 1, 2026

  • Free and low-cost public testing

The Nebraska Department of Health and Human Services (DHHS) says its STI Prevention program funds free and low-cost STD screening. For HIV, DHHS says many testing sites across Nebraska offer free or low-cost confidential tests, and some offer HIV self-testing kits you can pick up or have mailed to you, among them the Nebraska AIDS Project, North Omaha Area Health (NOAH) and the Douglas County Health Department. Its Get Tested Nebraska site says STI testing is offered at the HIV testing locations.

  • Testing for minors

Nebraska law (Neb. Rev. Stat. §71-504) lets a person, including a minor, consent on their own to an exam and treatment for a sexually transmitted disease, including preventive treatment after an exposure, by any physician, or by the state's chief medical officer or a local health director who is a physician. The exam and treatment can be done without the consent of, or notice to, a parent or guardian. The same law says parents are liable for the cost of treating a minor in their custody. In Nebraska, anyone under 19 is a minor (§43-2101).

Sources: Nebraska Legislature (opens in a new tab), Nebraska Legislature (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Nebraska since September 5, 2013, under Neb. Rev. Stat. §71-503.02. A physician, physician assistant, nurse practitioner or certified nurse midwife who diagnoses you with chlamydia, gonorrhea or trichomoniasis can prescribe oral antibiotics for your partners without examining them. CDC notes that the prescription must include the partner's name.

  • Medicaid at Planned Parenthood

Nebraska is one of seven states that bar Planned Parenthood from Medicaid, KFF reported in June 2026. KFF says Nebraska's governor issued an executive order blocking Planned Parenthood's Medicaid participation after the Supreme Court's Medina ruling. Planned Parenthood North Central States, which runs the Omaha Health Center, says it accepts Medicaid, and the Omaha center lists Medicaid among the insurance it accepts. The two don't match, so ask the center before your visit whether it can take Nebraska Medicaid. The Omaha center also says it will never turn you away if you can't pay and that its fees are based on your income.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Omaha

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Omaha?

UNMC's RESPECT Clinic offers free testing and treatment for chlamydia, gonorrhea and trichomoniasis, and free HIV and syphilis blood tests, on Monday evenings at the Durham Outpatient Center, regardless of income or insurance. The Nebraska AIDS Project says its HIV testing is free; its Omaha listing says STI testing is free too, though a note on the same page asks for a small fee for gonorrhea and chlamydia tests. Pride Health Clinic says it offers free STI testing through the State of Nebraska, and the Magis Clinic at Siena Francis House gives free care, including STI testing, to people who are homeless or uninsured. The Douglas County Health Department's clinic charges low fees, and the department also offers free gonorrhea and chlamydia testing at outreach sites, a free syphilis and HIV test you request by phone and take at a lab, and free at-home HIV test kits (call 402-444-7750).

Do I need an appointment at the Douglas County Health Department STI clinic?

Not for express screening. The Douglas County Health Department says express visits (a urine test for gonorrhea and chlamydia, and finger-stick tests for HIV and syphilis) never need an appointment and are always walk-in. For a full visit with a clinician, walk in on a Wednesday (first come, first served) or call (402) 444-7112, option 2, starting at 8 a.m.; same-day appointments are available Monday, Tuesday, Thursday, Friday and Saturday. Full visits can take over an hour. Bring a current photo ID. Children aren't allowed in the clinic during your visit.

Can teens get tested without a parent in Omaha?

Yes. Nebraska law (Neb. Rev. Stat. §71-504) lets a physician examine and treat a minor for a sexually transmitted disease with the minor's own consent, without a parent's or guardian's consent or notice. The same law says parents are liable for the cost of treating a minor in their custody. The Douglas County Health Department's STI clinic and the Nebraska AIDS Project test anyone 13 and older. Charles Drew Health Center says its adolescent care, which includes rapid-result STI testing, is confidential; its Teen and Young Adult Health Center on Maple Street focuses on preteens to people 25 and younger.

How long do STD test results take in Omaha?

The Nebraska AIDS Project says HIV test results are ready the same day, but its gonorrhea and chlamydia results are not. The Douglas County Health Department says staff contact you if a test is positive and schedule treatment if needed; after free testing at its outreach sites, it contacts people with a positive result within 5 to 7 days. Planned Parenthood's Omaha Health Center says HIV blood test results take 7 to 10 days and are given in person.

Can I order an STD test online in Omaha?

Yes. The price table on this page shows the providers that sell in Nebraska, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
