Washington, DC rules and programs

Checked Nov 2, 2026

  • Free public HIV and STD testing

DC Health's GetCheckedDC program offers free, confidential HIV and STD testing for DC residents 13 and older. You can request a free at-home HIV test kit, which can be mailed to any U.S. address, or an STD kit for chlamydia and gonorrhea, mailed to DC addresses only. Or you can request a test online and then walk into a Labcorp patient service center in DC, Maryland or Northern Virginia, where DC Health covers the lab visit and tests and you don't need insurance. DC Health also runs the DC Health and Wellness Center at 77 P Street NE, which it says provides free and confidential clinical services.

  • Testing for people under 18

The District of Columbia's minor consent rule (22-B DCMR §600.7) lets a minor of any age consent to health services he or she requests for the prevention, diagnosis or treatment of sexually transmitted disease. The same rule covers pregnancy, substance use and mental or emotional conditions. Under §600.1, anyone 18 or older can consent to their own health care.

Sources: District of Columbia Office of Documents and Administrative Issuances (DC Regulations) (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in the District of Columbia since April 30, 2014, under D.C. Code §7-2081.02. A clinician who diagnoses chlamydia, gonorrhea or trichomoniasis in a patient can prescribe and dispense antibiotics for the patient's sexual partner without examining the partner. CDC notes that it does not recommend EPT for trichomoniasis, and it also cites a District rule that pharmacists must keep a record of the patient's name and address for every prescription they fill.

  • Medicaid at Planned Parenthood

The District of Columbia is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood of Metropolitan Washington, DC runs the Carol Whitehill Moses Center on 4th Street NE, whose page says Medicaid is accepted for most family planning services. The affiliate's insurance page asks patients to contact the health center about accepted plans.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Where can I get a free STD test in Washington, DC?

DC Health says its DC Health and Wellness Center at 77 P Street NE provides free and confidential care, including testing for HIV, chlamydia, gonorrhea, syphilis and other STIs, and sees patients regardless of insurance status. Its GetCheckedDC program gives DC residents 13 and older free at-home HIV and STD test kits, or free testing at a Labcorp patient service center after you request it online. Whitman-Walker Health says routine testing visits are free if you have no symptoms or STI exposure. HIPS says its HIV and hepatitis C testing is free and needs no appointment, and La Clínica del Pueblo says its rapid HIV testing is free. Us Helping Us says its HIV and STI screenings are free or low-cost. Unity Health Care and La Clínica del Pueblo offer sliding fee scales based on income, and Planned Parenthood's Carol Whitehill Moses Center says it will never turn you away if you can't pay.

Do I need an appointment at the DC Health and Wellness Center?

Usually, yes. DC Health says the clinic doesn't take walk-ins at the moment, but if you walk in and a same-day appointment is open, staff will book you into it; otherwise they'll give you the next available time. Call 202-741-7692 and bring a photo ID. The clinic's page lists Monday, Wednesday and Friday, 9 a.m. to 3:30 p.m.; Tuesday, 9 a.m. to 3:30 p.m. and 4 to 6:30 p.m.; Thursday, 9 to 11:30 a.m.; and Saturday, 9 to 11:30 a.m. twice a month, closed from noon to 1 p.m. Other DC Health pages list different hours and an Express Clinic for testing Tuesday to Friday, so call to confirm. To walk in instead, HIPS tests for HIV and hepatitis C without an appointment, Us Helping Us takes walk-ins during clinic hours, and GetCheckedDC lets DC residents walk into a Labcorp patient service center after requesting a free test online.

Can teens get tested without a parent in Washington, DC?

Yes. The District's minor consent rule (22-B DCMR §600.7) says a minor of any age may consent to health services he or she requests for the prevention, diagnosis or treatment of sexually transmitted disease; under §600.1, anyone 18 or older can consent to their own health care. Unity Health Care says that under DC law, people under 18 can have STI and HIV testing and treatment appointments without parental consent or notification. DC Health's STI page says its clinic offers testing to everyone 12 and older (another DC Health page says 13 and older), and GetCheckedDC is open to DC residents 13 and up; it says a dependent doesn't have to give a parent's insurance information. La Clínica del Pueblo offers confidential sexual health visits for adolescents. MinuteClinic's STI testing is only for patients 18 and older.

Can I use Medicaid at Planned Parenthood in Washington, DC?

For most family planning services, yes. Planned Parenthood's Carol Whitehill Moses Center on 4th Street NE says Medicaid is accepted for most family planning services. It asks you to check with your insurer that the services you want are covered, give your insurance information when you book and bring your card. The District of Columbia is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. Whitman-Walker Health and La Clínica del Pueblo also accept DC Medicaid and the DC Healthcare Alliance, and the DC Health and Wellness Center and GetCheckedDC are free.

Can I order an STD test online in Washington, DC?

Yes. The price table on this page shows the providers that sell in the District of Columbia, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
