California rules and programs

Checked Nov 1, 2026

  • Free testing through Family PACT

California's Family PACT program, run by the state Department of Health Care Services, covers STI testing and treatment and HIV testing at no cost for people who qualify. Family PACT says you must live in California, be able to get pregnant or cause a pregnancy, have income at or below 200 percent of the federal poverty guidelines and, with some exceptions, have no other coverage for family planning. Age doesn't matter, and for minors it doesn't count parents' income.

  • Testing for people 12 and older

California Family Code §6926 lets a minor 12 or older consent to medical care to diagnose or treat a reportable infectious disease or a related sexually transmitted disease, and to prevent a sexually transmitted disease. Parents or guardians aren't liable for paying for that care.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in California since January 1, 2022, under Health and Safety Code §120582. A physician, nurse practitioner, nurse-midwife or physician assistant who diagnoses chlamydia, gonorrhea or another STI covered by state or CDC guidance can provide antibiotics for your partners without examining them.

  • Medicaid at Planned Parenthood

California is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF names California among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood of the Pacific Southwest, which runs the San Diego health centers, says it accepts Medi-Cal and that most Medi-Cal services are available at no cost.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Los Angeles

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Los Angeles?

LA County Public Health says no fees are charged to patients at its sexual health clinics, including the Central Health Center downtown, the MLK Jr. Center for Public Health and the Pacoima Health Center; if you have insurance, the county bills it but doesn't charge you a copay. St. John's Community Health says its rapid HIV and STI testing is free, and AHF's Wellness Center on North Western Avenue lists free HIV and STD testing. The Los Angeles LGBT Center, APLA Health and Wesley Health Centers use sliding fee scales and say they serve people regardless of ability to pay. The county also points to free home tests: Take Me Home for HIV, and Don't Think Know for chlamydia and gonorrhea, which the county lists for females and trans men ages 12 to 44.

Do I need an appointment at an LA County sexual health clinic?

Appointments are preferred. Call the county's central scheduling line at 213-449-7009, or request one in the LA Health Portal if you've been seen at a county sexual health clinic before. The county takes limited walk-ins and says to arrive as early as you can, and even then you may not be seen. The Central and MLK clinics offer testing, an exam and treatment in one visit; the Pacoima clinic does screening only. You can also book a telehealth visit at the same number.

Can teens get tested without a parent in Los Angeles?

Yes. LA County Public Health says that if you're 12 or older, you can get tested and treated at its clinics without your parents knowing, and that this is the law. California Family Code §6926 lets minors 12 and older consent to medical care to diagnose, treat and prevent sexually transmitted diseases, and parents or guardians aren't liable for paying for that care.

Can I use Medi-Cal or Family PACT for STD testing in Los Angeles?

Yes, at many sites. Planned Parenthood Los Angeles says anyone with Medi-Cal, whatever the plan, can come in for many services, and most Medi-Cal services are at no cost to you. It also takes Family PACT, a state program with no-cost family planning services for low-income Californians, including teens; if you qualify, staff can enroll you at your appointment. The Los Angeles LGBT Center, APLA Health and St. John's Community Health accept Medi-Cal plans too. The county's sexual health clinics bill insurance if you have it but charge patients no fees.

Can I order an STD test online in Los Angeles?

Yes. The price table on this page shows the providers that sell in California, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
