Washington rules and programs

Checked Nov 1, 2026

  • Free and low-cost HIV testing

The Washington State Department of Health says many organizations across the state offer HIV testing and counseling for free, or at a reduced cost for people who can't afford it, don't have health insurance or don't have a health care provider. Its HIV testing page lists community testing programs by county, including several in Seattle. The department supplies these programs with HIV self-test kits, and some hand them out based on eligibility and availability.

Sources: Washington State Department of Health (opens in a new tab)

  • Testing for people 14 and older

Washington law (RCW 70.24.110) lets a minor 14 or older who may have come in contact with a sexually transmitted disease consent on their own to hospital, medical and surgical care to diagnose or treat it, and to treatment to avoid HIV infection. A parent's or legal guardian's consent is not needed, and parents or guardians aren't liable for paying for that care.

Sources: Washington State Legislature (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Washington since August 16, 2006. CDC cites a Washington Medical Commission statement (MD2003-04) recognizing that giving antibiotics for the partners of patients with chlamydia or gonorrhea without examining them is often the only reasonable way to treat them, and a Washington State Medical Association resolution that supports it. CDC also notes that state law doesn't require a physician-patient relationship that would rule out EPT.

  • Medicaid at Planned Parenthood

Washington is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF names Washington among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026. Planned Parenthood Great Northwest, Hawaiʻi, Alaska, Indiana, Kentucky, which runs the Seattle health centers, lists Washington Medicaid among the plans it accepts in Washington.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Seattle

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Seattle?

Gay City: Seattle's LGBTQ+ Center on East Pine Street says all its services are free for anyone 14 and older, including rapid HIV tests and syphilis, chlamydia, gonorrhea and hepatitis C screening, by appointment. Entre Hermanos offers free walk-in HIV and STI testing on weekdays with bilingual staff, and AHF's Wellness Center on East Pike Street lists free HIV and STD testing. U-TEST offers free rapid HIV tests on Tuesday and Thursday evenings. The county's brochure for its Sexual Health Clinic says fees follow a sliding scale and that you'll be seen regardless of your ability to pay.

Do I need an appointment at the Sexual Health Clinic at Harborview?

Not always, but booking ahead is best. Public Health Seattle & King County says the clinic takes appointments and walk-ins, but it's short-staffed and can't take as many walk-ins as usual, so it asks you to book online or call 206-744-3590. Walk-ins should arrive by 4 p.m. The clinic gives priority to people with symptoms or a known exposure and to groups listed on its page; if none applies, you can test there once a year, and the county points to other free and low-cost sites for more frequent testing.

Can teens get tested without a parent in Seattle?

Yes. Washington law (RCW 70.24.110) lets minors 14 and older consent to care to diagnose or treat a sexually transmitted disease, and to treatment to avoid HIV infection, without a parent's or guardian's consent; parents aren't liable for the cost of that care. Gay City: Seattle's LGBTQ+ Center tests clients 14 and up at no cost, regardless of insurance.

Can I use Apple Health (Medicaid) for STD testing in Seattle?

Yes, at many sites. In Washington, Medicaid is called Apple Health. Planned Parenthood's Seattle health centers accept Medicaid and say that without coverage their fees are based on income and you may qualify for state funding. Neighborcare Health accepts Apple Health and offers a sliding fee discount, and Sea Mar's clinics have staff who can check whether you qualify for Apple Health. Gay City: Seattle's LGBTQ+ Center tests at no cost, with or without insurance.

Can I order an STD test online in Seattle?

Yes. The price table on this page shows the providers that sell in Washington, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
