Oklahoma rules and programs

Checked Nov 1, 2026

  • Public STD testing

Oklahoma City and Tulsa have their own city-county health departments, separate from the 68 county health departments that the Oklahoma State Department of Health (OSDH) supports. Both run clinics that test for STIs. In a 2023 release, OSDH said appointments for free, confidential STI testing can be made through a local county health department. Its HIV page points to gettested.org, or a call to 211, to find a testing site.

  • Testing for minors

Oklahoma law (63 O.S. §1-532.1) says any person, regardless of age, can consent to examination and treatment by a health care provider for any sexually transmitted infection. A parent's consent is not needed.

Sources: Oklahoma State Courts Network (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Oklahoma since November 1, 2024, under 63 O.S. §1-522.1. A health care provider who diagnoses you with an STI can give you antibiotics for a partner who is unlikely or unable to come in for an exam, testing and treatment. The law doesn't cover STIs that could be chronic or need several rounds of treatment, and the provider gives you written information from the state health department to pass on to your partner.

  • Medicaid at Planned Parenthood

Oklahoma is one of seven states that bar Planned Parenthood from Medicaid, KFF reported in June 2026, and KFF says the Governor of Oklahoma issued an executive order blocking Planned Parenthood's Medicaid participation after the Supreme Court's Medina ruling. Planned Parenthood Great Plains' Oklahoma City and Tulsa health center pages say SoonerCare (Oklahoma Medicaid) is no longer accepted and that patients may still qualify for financial assistance. The affiliate's payment page still lists SoonerCare, so call the health center to check.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Tulsa

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Tulsa?

H.O.P.E. offers free and low-cost testing for HIV, STIs and hepatitis C; free tests depend on the supplies it has, so ask when you book. Tulsa CARES says its HIV and hepatitis C testing is always free, and Guiding Right says its HIV, syphilis, gonorrhea, chlamydia and hepatitis screenings are free. The Tulsa Health Department charges one administrative fee and says no one is refused service for inability to pay. Morton Comprehensive Health Services and Community Health Connection use sliding fee scales.

Can I walk in for an STD test at the Tulsa Health Department?

Yes, at two of its three STD testing sites. The Central Regional Health Center at 315 S. Utica takes walk-ins Monday to Thursday, 8 a.m. to 4 p.m., and Friday, 8 a.m. to 3:30 p.m.; the James O. Goodwin Health Center takes walk-ins on Thursdays only, 8 to 11 a.m. and 1 to 4 p.m. The North Regional Health & Wellness Center tests by appointment only, on Mondays and Wednesdays. The department's HIV testing page recommends appointments; call 918-582-9355.

What does an STD visit at the Tulsa Health Department cost?

The Tulsa Health Department charges one administrative fee, listed on its STD testing page, that includes the exam, lab and blood tests, counseling and treatment, and it says no one is refused service for inability to pay. Its HIV testing page says the HIV testing fee also covers tests for syphilis, gonorrhea and chlamydia.

Can I use SoonerCare (Medicaid) at Planned Parenthood in Tulsa?

Not right now, according to the health center. The Peoria Health Center's page says SoonerCare (Oklahoma Medicaid) is no longer accepted, although its insurance list and Planned Parenthood Great Plains' payment page still name SoonerCare, so call 918-858-4661 to confirm. KFF lists Oklahoma among seven states that bar Planned Parenthood from Medicaid and says the Governor of Oklahoma issued an executive order blocking its participation. The center says you may still qualify for financial assistance.

Can I order an STD test online in Tulsa?

Yes. The price table on this page shows the providers that sell in Oklahoma, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
