Louisiana rules and programs

Checked Nov 2, 2026

  • Free and low-cost public testing

The Louisiana Department of Health (LDH) says its parish health units serve people who are uninsured or underinsured and that no one is ever turned away for an inability to pay. LDH says state funding helps pay for STD testing and treatment at parish health units. Its Louisiana Health Hub, run by LDH's STI/HIV/Hepatitis Program, says free, fast testing for HIV, hepatitis and other STIs is available and links to a statewide list of testing agencies and to CDC's testing site finder.

  • Testing for minors

Louisiana law (La. R.S. 40:1121.8) lets a minor (in Louisiana, a person under 18) who has, or believes they have, a venereal disease, the law's term for a sexually transmitted disease, consent on their own to care from a hospital, a public clinic or a licensed physician. The consent of a parent, guardian or spouse is not needed. The physician may tell a parent, guardian or spouse about the treatment, even over the minor's objection, but doesn't have to.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Louisiana since June 25, 2008, under La. Rev. Stat. §40:1121.6, which CDC says expressly authorizes it for chlamydia and gonorrhea. A physician or advanced practice registered nurse who diagnoses you can prescribe or give antibiotics for your sexual partners without examining them. A state rule CDC cites also covers physician assistants, says you get a written document to give your partner, and lets any licensed pharmacist in Louisiana fill the prescription.

  • Medicaid at Planned Parenthood

Louisiana is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid; KFF counts it among the states whose exclusions courts blocked before the Supreme Court's Medina ruling and says Louisiana had no Planned Parenthood clinic as of May 2026. Planned Parenthood Gulf Coast says September 30, 2025 was its last day of operations in Louisiana. Planned Parenthood now lists a New Orleans Health Center on South Claiborne Avenue, run by Planned Parenthood Great Plains. That center's page lists Aetna and Provider Care as the insurance it accepts and doesn't list Medicaid, and Planned Parenthood Great Plains' payment page names Medicaid plans only in Kansas, Missouri and Oklahoma, so ask the center whether it can take Louisiana Medicaid. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center.
