Indiana rules and programs

Checked Nov 2, 2026

  • Public STD and HIV testing

The Indiana Department of Health (IDOH) says community organizations and local health departments it funds through CDC grants offer outreach HIV testing, usually a rapid test with blood from a finger prick or with oral fluid, with results in 30 minutes or less. Its STI Prevention Program helps fund local STI programs for screening and treatment, and its STI Clinics Map lists the agencies that partner with its chlamydia and gonorrhea prevention program.

Sources: Indiana Department of Health (opens in a new tab), Indiana Department of Health (opens in a new tab)

  • Testing for minors

Indiana law (Ind. Code §16-36-1-3(d)) says an individual who has, suspects they have, or has been exposed to a sexually transmitted infection is competent to consent to their own medical or hospital care or treatment. This part of the law sets no minimum age, and it doesn't mention telling parents or who pays.

Sources: Indiana General Assembly (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Indiana since October 28, 2011. A Medical Licensing Board of Indiana rule (844 Ind. Admin. Code 5-4-2) lets a physician who diagnoses you with chlamydia or gonorrhea prescribe and dispense medicine for your sex partners without examining them. CDC notes that under Ind. Code §16-42-3-6(e)(3), the prescription label doesn't need the patient's name unless the prescription states it.

  • Medicaid at Planned Parenthood

Indiana is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid; KFF counts it among the states whose exclusions courts blocked before the Supreme Court's Medina ruling. KFF says Indiana's attorney general asked a court one week after Medina to undo the 2013 ruling that stopped the state from blocking Planned Parenthood, and that the court hasn't ruled yet, so for now the state law blocking Planned Parenthood isn't being enforced. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood Great Northwest, Hawaiʻi, Alaska, Indiana, Kentucky, which runs the Indianapolis health center, says it can't accept Indiana Medicaid at this time, though it accepts Medicaid in the other states it serves.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Where can I get a free STD test in Indianapolis?

Step-Up, 4755 Kingsway Dr, says its HIV and STD testing is free and confidential, with no insurance needed. Eskenazi Health Family Planning says all its services, including STD testing and treatment, are free to those who qualify based on income and family size; it has two locations, Glendale and West. Jane Pauley Community Health Center offers free walk-in HIV testing on Tuesdays at its 16th Street center and on Wednesdays at its Shadeland center. The Marion County Public Health Department's Bell Flower Clinic charges one fee for an STD check, with rapid HIV testing at no additional charge and no additional fee for treatment if your tests come back positive. HealthNet and Jane Pauley also have sliding fee scales, and HealthNet says it sees anyone regardless of ability to pay.

Do I need an appointment at the Bell Flower Clinic?

Call first, because the health department's pages disagree. Its STD Control page says walk-ins are not available at this time and asks you to call 317-221-8300 for an appointment. The Bell Flower Clinic's own site lists walk-in hours: for screening if you have no symptoms and no known exposure, Monday, 8 a.m. to 4 p.m., and Tuesday to Friday, 8 a.m. to 3 p.m.; for a full-service visit if you have symptoms or a partner with an STD, Monday, 11 a.m. to 1 p.m., and Tuesday to Friday, 8 a.m. to noon. Appointments run Monday, 8 a.m. to 7 p.m., and Tuesday to Friday, 8 a.m. to 4 p.m., and visits can take up to 2 hours. To walk in elsewhere, Step-Up lists walk-in testing on weekdays, and MinuteClinic welcomes walk-ins for patients 18 and older.

Can teens get tested without a parent in Indianapolis?

Yes. Indiana law (Ind. Code §16-36-1-3(d)) says an individual who has, suspects they have, or has been exposed to a sexually transmitted infection is competent to consent to their own medical or hospital care or treatment. The Bell Flower Clinic says anyone over 14 doesn't need a parent or guardian with them and that visits are confidential. The health department's Action Health Center sees young people through age 26; its welcome letter says new patients under 18 need a parent or legal guardian present unless they are emancipated, 13 or older, or coming for sexually transmitted infection services. MinuteClinic's STI testing is only for patients 18 and older.

Can I use Medicaid for STD testing in Indianapolis?

At some sites. Planned Parenthood Great Northwest, Hawaiʻi, Alaska, Indiana, Kentucky, which runs the Georgetown Health Center, says it can't accept Indiana Medicaid at this time. The Bell Flower Clinic doesn't accept any insurance, Medicaid or Medicare; it charges one clinic fee instead, and the amount is listed on its page. HealthNet accepts all Medicare, Medicaid and Hoosier Healthwise plans. Jane Pauley Community Health Center accepts Medicaid and offers free appointments to help you enroll in coverage such as the Healthy Indiana Plan or Hoosier Healthwise. The health department's Action Health Center sees patients with Medicaid.
