California rules and programs

Checked Nov 1, 2026

  • Free testing through Family PACT

California's Family PACT program, run by the state Department of Health Care Services, covers STI testing and treatment and HIV testing at no cost for people who qualify. Family PACT says you must live in California, be able to get pregnant or cause a pregnancy, have income at or below 200 percent of the federal poverty guidelines and, with some exceptions, have no other coverage for family planning. Age doesn't matter, and for minors it doesn't count parents' income.

Sources: California Family PACT (opens in a new tab), California Family PACT (opens in a new tab), California Family PACT (opens in a new tab)

  • Testing for people 12 and older

California Family Code §6926 lets a minor 12 or older consent to medical care to diagnose or treat a reportable infectious disease or a related sexually transmitted disease, and to prevent a sexually transmitted disease. Parents or guardians aren't liable for paying for that care.

Sources: California Legislature (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in California since January 1, 2022, under Health and Safety Code §120582. A physician, nurse practitioner, nurse-midwife or physician assistant who diagnoses chlamydia, gonorrhea or another STI covered by state or CDC guidance can provide antibiotics for your partners without examining them.

Sources: CDC (opens in a new tab), CDC (opens in a new tab)

  • Medicaid at Planned Parenthood

California is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF names California among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood of the Pacific Southwest, which runs the San Diego health centers, says it accepts Medi-Cal and that most Medi-Cal services are available at no cost.

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in San Francisco

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in San Francisco?

San Francisco City Clinic on 7th Street says its visits and tests are free for anyone 12 or older, regardless of insurance or immigration status, and it gives most STI medicines on site at no charge. Huckleberry Youth Health Center on Cole Street says its services for teens and young adults are free and confidential. The San Francisco AIDS Foundation's Strut clinic began billing insurance in fall 2026; it says most clients pay little or nothing, that uninsured clients pay on a sliding scale or may qualify for free care, and that it never turns anyone away for being unable to pay. Mission Neighborhood Health Center, Lyon-Martin Community Health Services, HealthRIGHT 360, San Francisco Community Health Center and Planned Parenthood's San Francisco Health Center also base fees on income.

Do I need an appointment at San Francisco City Clinic?

No. City Clinic takes appointments and walk-ins. Call 628-217-6600 to book; the clinic says it can usually see you the same day or the next. If you walk in and staff can't see you right away, they'll schedule you for later that day or another day, and walk-ins may end earlier for some services. The clinic is open Monday, Wednesday and Friday, 8 a.m. to 4 p.m.; Tuesday, 1 to 6 p.m.; and Thursday, 8 to 11 a.m. and 1 to 4 p.m. Not every patient is tested: staff decide which tests to offer based on your sexual practices and drug use.

Can teens get tested without a parent in San Francisco?

Yes. California Family Code §6926 lets a minor 12 or older consent to medical care to diagnose or treat a reportable infectious disease or a related sexually transmitted disease, and to prevent a sexually transmitted disease. Parents or guardians aren't liable for paying for that care. San Francisco City Clinic sees patients 12 and older. Huckleberry Youth Health Center says that if you're 12 or older, you don't need a parent's or guardian's permission for sexual health services. Mission Neighborhood Health Center says teens 12 and older can register on their own for its confidential teen services, which are for ages 12 to 26.

Can I use Medi-Cal or Family PACT for STD testing in San Francisco?

Yes, at many sites. Planned Parenthood Northern California says it accepts Medi-Cal and Medi-Cal managed care plans for most services, and if you're uninsured and eligible for Family PACT, a state program with no-cost reproductive health services, it can enroll you at your appointment. Mission Neighborhood Health Center, Lyon-Martin Community Health Services and San Francisco Community Health Center accept Medi-Cal, and HealthRIGHT 360 has eligibility workers who can check whether you qualify for Medi-Cal or Family PACT. At San Francisco City Clinic, visits and tests are free whatever your insurance.

Can I order an STD test online in San Francisco?

Yes. The price table on this page shows the providers that sell in California, each price with the date we checked it. You order and pay online, then give a sample at a lab near you, or use a home kit. Some providers let you order and give a sample the same day.
