California rules and programs

Checked Nov 1, 2026

  • Free testing through Family PACT

California's Family PACT program, run by the state Department of Health Care Services, covers STI testing and treatment and HIV testing at no cost for people who qualify. Family PACT says you must live in California, be able to get pregnant or cause a pregnancy, have income at or below 200 percent of the federal poverty guidelines and, with some exceptions, have no other coverage for family planning. Age doesn't matter, and for minors it doesn't count parents' income.

Sources: California Family PACT (opens in a new tab), California Family PACT (opens in a new tab), California Family PACT (opens in a new tab)

  • Testing for people 12 and older

California Family Code §6926 lets a minor 12 or older consent to medical care to diagnose or treat a reportable infectious disease or a related sexually transmitted disease, and to prevent a sexually transmitted disease. Parents or guardians aren't liable for paying for that care.

Sources: California Legislature (opens in a new tab)

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in California since January 1, 2022, under Health and Safety Code §120582. A physician, nurse practitioner, nurse-midwife or physician assistant who diagnoses chlamydia, gonorrhea or another STI covered by state or CDC guidance can provide antibiotics for your partners without examining them.

Sources: CDC (opens in a new tab), CDC (opens in a new tab)

  • Medicaid at Planned Parenthood

California is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid, and KFF names California among the states that used state-only funds to keep Planned Parenthood and other affected providers running. Planned Parenthood of the Pacific Southwest, which runs the San Diego health centers, says it accepts Medi-Cal and that most Medi-Cal services are available at no cost.

Sources: KFF (opens in a new tab), Planned Parenthood of the Pacific Southwest (opens in a new tab)

Free option: public clinics

Free and low-cost testing is available at health department clinics and Title X family planning clinics. CDC's GetTested site finds confidential, free or low-cost testing near you by ZIP code.

What to expect

  • Clinics usually test for chlamydia, gonorrhea, syphilis and HIV, and often hepatitis B and C, following CDC screening advice for your age, anatomy and the kind of sex you have.
  • A clinician can examine you, swab sores and often treat you in the same visit.
  • Some tests sold in private panels are usually not offered without symptoms, such as herpes blood tests and HPV tests for men, because CDC doesn't recommend them as screening tests.
  • Hours can be limited, and you may wait for an appointment or a walk-in slot.
  • Free testing usually isn't anonymous either (some publicly funded sites offer anonymous HIV testing). Positive results for reportable infections are reported to the health department, confidentially.

Questions about STD testing in Sacramento

Hours and services change. Call ahead or check the clinic's own page before you go.

Where can I get a free STD test in Sacramento?

The Sacramento LGBT Community Center says its rapid HIV and hepatitis C tests and its chlamydia and gonorrhea testing are free and confidential, by appointment at 2031 K Street in Midtown and at the Marsha P. Johnson Center South, 7725 Stockton Blvd. It also mails free HIV home test kits. Sacramento County's Sexual Health Clinic, 4600 Broadway, Suite 1400, says its services are provided regardless of ability to pay, and it offers free Family PACT enrollment. One Community Health, WellSpace Health, Sacramento Native American Health Center and HALO's Sacramento Community Clinics have sliding fee scales, and Planned Parenthood Mar Monte says no one is denied services for inability to pay. Sacramento County also offers free at-home HIV tests through the Building Healthy Online Communities program.

Do I need an appointment at Sacramento County's Sexual Health Clinic?

The clinic asks you to call (916) 875-1551 to schedule an appointment, and its page doesn't mention walk-ins. It's open Monday to Friday, 8 a.m. to 5 p.m., and closed for lunch from noon to 1 p.m. If you'd rather walk in, One Community Health says it welcomes walk-ins for STD testing, and Planned Parenthood's Sacramento health centers take walk-ins first come, first served; Planned Parenthood Mar Monte says it can't promise every walk-in will be seen and recommends an appointment.

Can teens get tested without a parent in Sacramento?

Yes. California Family Code §6926 lets a minor 12 or older consent to medical care to diagnose or treat a reportable infectious disease or a related sexually transmitted disease, and to prevent a sexually transmitted disease. Parents or guardians aren't liable for paying for that care. Sacramento County Public Health says youth 12 and up can consent to their own STD and HIV services, including testing, treatment, vaccines, PrEP and PEP. Planned Parenthood Mar Monte says teens 12 to 17 in California give their own consent for STD testing and treatment and that it can't tell parents without the teen's permission, except in some situations, such as abuse, that the law requires it to report. One Community Health's teen clinic offers STD testing and says it serves teens regardless of ability to pay.

Can I use Medi-Cal or Family PACT for STD testing in Sacramento?

Yes, at many sites. Planned Parenthood Mar Monte says Medi-Cal pays for most of its services, including STD testing, and that Family PACT, a state program for low-income women, men and teens, can cover STD testing and treatment for people who qualify; applications are at its health centers. Sacramento County's Sexual Health Clinic offers free Family PACT enrollment. WellSpace Health accepts Medi-Cal and Family PACT, and Sacramento Native American Health Center accepts Medi-Cal and is a Family PACT provider. One Community Health and HALO accept Medi-Cal, and One Community Health's eligibility staff can help you apply for Medi-Cal or Covered California.
