Arizona rules and programs

Checked Nov 1, 2026

  • Low-cost public testing

The Arizona Department of Health Services (ADHS) lists STI testing clinics county by county, with their hours and fees. Many charge on a sliding fee scale. For the Pima County clinics in Tucson, the list says fees are based on income and household size and no one is turned away for inability to pay. For Maricopa County, it points to the county's community testing events for free and low-cost testing. ADHS also lists county health departments and community organizations that offer HIV testing, and says you can order an HIV home test kit by mail through HIVAZ.

  • Testing for people under 18

Arizona law (A.R.S. §44-132.01) lets a minor (in Arizona, a person under 18) who may have contracted a venereal disease, the law's term for a sexually transmitted disease, consent on their own to hospital or medical care to diagnose or treat it. A parent's or legal guardian's consent is not needed.

  • Expedited partner therapy

CDC lists expedited partner therapy as permissible in Arizona since July 6, 2013. CDC bases this on Arizona's law for physicians (Ariz. Rev. Stat. §32-1401) and a Board of Nursing rule for nurse practitioners (Ariz. Admin. Code R4-19-511), which allow prescribing antimicrobials for a person exposed to a patient the clinician has diagnosed with a communicable disease, without examining that person first. A clinician who diagnoses you with an STD can prescribe medicine for your partners without examining them.

  • Medicaid at Planned Parenthood

Arizona is not among the seven states that KFF listed in June 2026 as barring Planned Parenthood from Medicaid. KFF lists Arizona among at least seven other states that enacted exclusions that courts blocked before the Supreme Court's Medina ruling. Planned Parenthood says the federal provision that blocked its Medicaid payments expired on July 4, 2026, and asks Medicaid patients to check with their health center. Planned Parenthood Arizona's list of the insurance plans it accepts doesn't include AHCCCS, Arizona's Medicaid program, and it asks patients to call 855-207-7526 to check their coverage.
